MR. THOMAS KWASHIE MENSAH

Senior Systems Analyst | Head, Data Centre and IT Security

I am a seasoned ICT professional with over 20 years of cumulative experience in Network Engineering, Data Centre operations, Cyber Security and ICT Governance. I currently serve as the Head of Data Centre and IT Security at the Directorate of ICT, a position to which I was appointed in January 2024 following a distinguished tenure as Head of ICT Infrastructure.

In my current role, I provide strategic leadership and operational oversight for the University's core computing infrastructure and cyber security posture. I am responsible for ensuring the reliability, security and continuous improvement of UHAS's Data Centre operations, leading disaster recovery and business continuity planning and directing the response to all critical security incidents. I hold a provisional accreditation from the Cyber Security Authority of Ghana, positioning UHAS within the national cyber security regulatory framework.

EDUCATION 

I hold a Combined Major BSc. Degree in Computer Science and Information Systems, a double Master's in Information Technology and Leadership – from the Kwame Nkrumah University of Science and Technology (KNUST) and the University of Professional Studies (UPSA), Accra respectively.

KEY CAREER HIGHLIGHTS AND ACHIEVEMENTS

Infrastructure Development and Network Expansion

I have been the principal technical architect behind UHAS's extensive network infrastructure expansion across all campuses. My leadership has been instrumental in delivering:

  • Government of Ghana Free Wi-Fi Project: Supervised the successful installation and commissioning of free campus-wide Wi-Fi coverage across all UHAS campuses in Ho, Hohoe and Worawora, significantly enhancing internet access for students and staff.

     

  • Inter-Block Fibre Optic Connectivity – Ho Campus: Led the design and implementation of inter-block fibre optic cabling connecting the Old Administration Block to the School of Pharmacy, Cedi Auditorium, Lab Complex, China Phase II, SBBS Auditorium, IHR Office, SBBS Hostel, Sokode Hostel, Senior Management Bungalow, and UHAS Basic School. This project eliminated legacy radio links, delivering stable, high-speed connectivity to critical academic and administrative buildings.

 

  • Dave Campus Fibre Extension: Supervised the fibre optic extension from the Chamber behind the Works Office to the ITAM Office adjacent to the Lab, extending enterprise network services to previously underserved locations.

 

  • Hohoe Campus Fibre Deployment: Collaborated as a key technical team member in the fibre pull from the ECG office to the Fred N. Binka School of Public Health (FNBSPH) Campus, establishing reliable, high-bandwidth connectivity to this expanding campus.

 

  • FNBSPH Inter-Bloc Fibre Design and Supervision: Designed and supervised the deployment of inter-block fibre optic cables connecting the ICT Office to the Administration Block, Binka Hall enclave, and the VT Block. This intervention successfully retired chronically unstable radio links, providing dependable network services for teaching, research and administration.

 

Systems Innovation and Digital Transformation

 

  • Authentication System Development and Deployment: Led the ICT team in the end-to-end development, configuration and pilot implementation of the University's new authentication system. Successfully deployed the pilot phase at the FNBSPH Campus, Hohoe, subsequently extending coverage to Dave Campus and the Asogli Blocks of Hostels. This system prevents unauthorized access to the University's internet resources and establishes a foundation for a comprehensive, enterprise-wide digital identity framework.

 

Policy and Strategy Development

I have been the principal architect and lead drafter of several foundational governance documents that will shape UHAS's digital trajectory for years to come:

 

  • ICT Policy – Establishing the overarching framework for technology governance, investment, and service delivery.
  • Cyber Security Policy – Defining the University's security posture, risk management framework, and incident response protocols.
  • E-Mail Use Policy – Providing clear guidelines for the appropriate, secure, and professional use of the University's email system.
  • E-Learning Policy – Crafting a comprehensive framework for digital pedagogy, course development standards, and quality assurance in online and blended learning.
  • ICT Strategy (2026-2030) – Contributing strategic vision and technical architecture for the University's five-year digital transformation roadmap.

 

LEADERSHIP AND MENTORSHIP

I am renowned for my exceptional team-building capabilities and my commitment to developing the next generation of ICT professionals. I have consistently cultivated a culture of excellence, accountability and continuous learning within the teams under my leadership. I possess a profound ability to translate complex technical concepts into accessible language, bridging the communication gap between technical teams and non-technical stakeholders, including senior management and committee members.

COMMUNITY ENGAGEMENT

Prior to my full-time career in ICT, I served as Assistant Project Manager and subsequently Host Country Venturer Coordinator and In-Country Representative for Raleigh International, a British Non-Governmental Organization. In my role as Assistant Project Manager, I assisted different Project Managers in facilitating programmes for groups of young people, working on large community, environmental and adventure projects in the Ashanti Region, Brong Ahafo Region, Central Region, Eastern Region, Greater Accra Region, Northern Region, Upper East Region, Upper West Region and Volta Region. I was a Member of the UN International Volunteers Day Coordinating Committee with responsibility for fundraising and coordinating field events for both the 2005 and 2006 events. The 2005 International Volunteers Day celebration took place at Jackson Park in Koforidua and the 2006 International Volunteers Day celebration took place at the Police Park in Tamale. I raised one hundred and fifty crates of assorted Coca-Cola products for the function from Coca-Cola Ghana for the Koforidua programme.
